I want to book for November 16 should I wait to see specials or go ahead & book? Does anyone know what specials usually run then?

If you know you are going regardless of promotions, book what you can afford at rack rates. If a promotion comes out you can re-book and pocket the savings or upgrade.
An easy way to do this is by booking with a travel agency like Kingdom Konsultants that specializes in Disney vacations. They do not charge for their services and they keep track of all of Disney's promotions. As soon as one comes out, they will automatically re-book you at the lower rate.
