We are going to Disney World the week of the 23rd. Some of my party want to go to the Not So Scary party thing. Should we buy tickets now, or can we wait until we are there?

It's a gamble if you dont. Of course Halloween sells out beforehand but some do so randomly.

If you want to go buy them now. I just got finished the party last night (Sunday the 15th) and in past years Sunday this early in the month would never be sold out... It was sold out and extremely crowded... So if you really want to go then buy them now.
