I think she answered the question, but yes - as I specified below the portion you quoted, apparently this has been relaxed a bit and it's only a true "E-stop" they have to call Reedy Creek for. My understanding is that it's not so much "it can't" but they "won't" because of safety issues. In any case, as someone stated above and I concur - the ride needs a complete overhaul anyway, it just makes sense to get new cars, increase capacity, and take care of accessibility issues all at once. They all touch each other in one way or another anyway, so here's crossing fingers.
