Not a 'park'. It was to be like Downtown Disney.

not like downtown disney but more like sanrio puroland and sega joyopolis (and stateside, the legoland discovery center in chicago): indoor themed environments with a few attractions and modest shopping and dining options meant for a few hours of diversion.

I think the Disney Quest in Chicago closed a long time ago?

Really it would help drive the consumers motivation to visit one of the large parks by exposing the public in out of reach areas to what Disney had to offer. But I think that would only work in Mid-West, North East, and Pacific Northwest areas.

Was any of this alluded to previously? Is Disney's new marketing tactic, to catch people by surprise? When will they try viral marketing?

It was OLC, not Disney that wanted it. OLC owns the Tokyo parks and only pays Disney to help design them and for licensing, etc. OLC has no involvement in any movies or tv.

IMO it's probably a concern that there are too many other places already like this in Tokyo, like DisneyQuest, it may be difficult to make something that truly stands apart.
