That concept art for Tokyo has been around for a month or so now. Yes it is going into Disney Seas, and no it will not have a Twilight Zone theme.
The story is something like this:
"It will all take place in the Tower Hotel, a major city landmark built by the wealthy Orwell Tower who tried to open both the hotel and one of the world’s best luxury cruise liners at the same time. The party for the launching of the ship was to be held at a club on the top floor called “The Top of The Tower”. Similar to the story line of the original Tower of Terror... lightning strikes the hotel, guests vanish, and tragedy also strikes Mr. Tower’s gigantic cruise liner as well, with all hands lost at sea. What happens next will likely have to remain a mystery until 2006. "

So the $170 million price tag probably also involves building a haunted cruise liner...wonder if that will be a separate attraction or if it will be where the queue snakes through--I know lines at the Tokyo Disneyland Resort tend to be exceedingly long...

Site preparation is underway.
No actual "construction" as of yet.

And it will in fact be a copy of the one at DCA, structurally at least.
Horizontal movement only for load and unload, no 5th diminsion, and of course a different theme.
Also like DCA's, it won't be sitting on a hill like MGM's, rather it will resemble a city hotel, like one in New York, for example.

I don't think the Tower will involve a haunted cruiseliner perhaps just in the storyline remeber for Disney the story is everything. I think this will perhaps be the best Tower of Terror ever built seeing as Disney Imagineers have a bigger budget in Japan.

I'm guessing this ride will go in that one "American" themed area of DisneySea... I forget the name, but the centerpiece of this area is a giant ship...
