How would Disney do a new film for Soarin' over California? They've already covered so much stuff in the first movie, what would they do? Change perspective (like flying at level with the Golden Gate Bridge instead of above it)? Look at new places?

To my knowledge, there is no intent to change Soaring over California.
There was a rumor that once the show was brought over to Epcot, it would eventually get a new film. However, the new film for Epcot would not be about California at all.

You could easily make a 5 minute film of just Yosemite; there are a lot of possiblities. I've never heard of any specific plans, but if they're still showing the original film after 10-15 years, a unique attraction will be merely tired and stale, and hopefully that won't be allowed to happen.

California is a big state...there are a lot of possibilities.
the only reason i could think of to change the movie in 10-15 years is technology advances(clearer picture, hi definition etc) but yes epcot will definately need a new movie maybe soarin over planet earth showing many cities around the world. The movie in epcot is a great tie-in with the anniversary
