Unless you've got a contact with the inventory system, its all a guess. If they dont see them moving fast enough, they'll distribute them to other parks just like they did with the Mickey Music Box and Christmas Tree ones that were suppose to be Party exclusives, but ended up at Animal Kingdom, Hollywood Studios and Downtown Disney.

Isn't there Mr. Toad buckets still around or have they all been sold?

Last I saw Toad hadn’t the selling frenzy that Figment had and there were still many around. I thought Toad as a loved and missed character was as much in demand.

Especially the Mickey Ear Ballon ones. Only thing they do is make a different color and there's a line back to Tom Sawyers Island. Or maybe its not a Mickey Ear Baloon and rather a mutant bowling pin with two tops and you have to make a set of 10 to do anything with them.
