All the hints were for this video series and reintroducing Tom Morrow.

I wouldn't take any other references as clues as to what will actually be.

"Lunch with Figment"? That's just part of the universe in with Tom Morrow and Figment exist as sentient beings and know each other. It's not a hint to something new with the Imagination Pavilion.

Until it is.

A quote from the accompanying Parks Blog Post about the return of the series:
Oh, and here’s a clue (you didn’t hear from me,) be sure to keep your eyes peeled during each episode. You never know what you might spot in the background.

You cannot make out any of the sticky notes in the office, but can make out the Cranium Command banner. However, I think in this instance it was just the accompanying clips like the Coco concept art, Tropical Americas models and Cars testings

"What you spot" in the background may be just nostalgia references.

I still wouldn't use it for prognostication.

What's the point of bringing back Tom Morrow 2.0. back now? Assuming they are not going to add him to Communicore Hall to distract you from how boring the place looks without him.

I can answer this. How does WDI come up with new rides? The marketing department tells them what franchise or character they want to promote. WDI randomly thinks what park it can put the new ride in, Discover there is no park said character or franchise fits in and then come up with a forced creative work-around to justify placing said ride there. That's how it has seemed to work for the last decade at least.
