Need advice regarding no rehire status

My son successfully completed both the Disney College Program and a professional internship with high marks. He just went to apply for a full-time position, and learned he is classified as "no rehire." When he was finally able to track down a live person to talk to, he was told it was a "costuming issue" so he is thinking he may have neglected to return a pair of shorts. Has anyone experienced a similar situation and is there any hope for getting hired? His internship supervisor had encouraged him to apply for the job.
