For a beginner, Elements is powerful enough to do lots of things - but not so powerful that it's overwhelming.

CS4 is like killing an Anthill with a Nuke.
Elements should do for your basic retoning, cropping, resizing, using for web, etc. Your basics and a whole lot more.
CS7 is also $700+ where as elements is around 100.
