mystical talking fountain

does anyone know how the "mystic fountain", located by the sinbad show, works?

A guy in a booth watches the action from a camera placed nearby. He says his stuff through a microphone, and can adjust the sound of his force, and controls the water jets.

I know it isn't as cool as it could have been, but it is really that simple.
