My Album not letting me upload pictures

When I click "Upload Photos" I get a message saying "User uploads not allowed". I even went in and deleted a bunch of photos in case that was the problem, but I'm still getting the same message.

Steph..Steve posted something yeterday I think saying we could upload pics to our profile but not in the albums while he does some work on them..So try uploading to yourt profile albums instead..

Been like that since the front page upgrade, Steve also said there was going to be work done on the albums and they'd be "read-only" while it went on.
