Am I correct in understanding that the "two hour rule" used with Genie plus no longer exists? It is my information that only the use of a pass or the expiration of pass makes you eligible to grab a new one. Is that correct?

Yes, that’s correct.

Also note that you must actually use (ie: tap in) an LL to unlock the tier and park restrictions.

Eg: you have 3 booked at MK. If you tap in to the first, you can book another at any park and of any tier. You can even change your other two to be tier 1, even if the one you just used is a tier 2.
If you let the first one expire, you can only book another in the same park and of the same or lower tier as the one that expired.
