The Spice Road Table restaurant (what it will be called) will open by "end of 2013." It will serve mostly smaller dishes. You can certainly make reservations at the existing Restaurant Marrakesh however.

Morocco is awesome and has fantastic food! If you haven't been try Marakeesh, they accept reservations but they really aren't needed.

Restaurant Marrakesh is my personal favorite in Epcot. But it isn't for everyone.
I'm not going to the new place because I'm staging a one-woman boycott. I don't like how they are cluttering up the World Showcase (and it's views) with new, unnecessary restaurants. Haven't been to the Mexico one and won't go to the Morocco one. (That will show them, lol.)
