I know this isn't interesting, but I heard it from friends at Dinosaur last week....
They have installed sensors in the seats of two vehicles (#1 and #10) that detect when someone is sitting in that seat. If, at any point during the ride, the vehicle sees that the seatbelt in any occupied seat is unfastened, it will shut itself down and stop the ride.
This is currently in testing and will be installed on all the vehicles soon. Disney is actually putting a little money forth on this safety improvement, because it will require two more cast members on the station. Seatbelt checks are now more thorough, so they will be adding a second person at belt check. Also, a new policy has been put in place that ALL seat belts must be buckled regardless of whether the seat is occupied. (The reasoning is so the cast member at belt check just has to see that all 12 lights are on, rather than trying to match up empty seats to the lights that aren't on. It isn't a complicated task, but every now and then you miss one when you're doing it quickly). For this reason, a cast member has been added to the south unload station (the right side) to help unbuckle the seat belts of unoccupied seats so the vehicle can be loaded faster.
