Can off-site guests play miniature golf at the Swan and Dolphin or do you have to be staying there.

Anyone can play, as long as they pay. Fantasia Gardens isn't actually considered 'property of' S&D. It just happens to be next to it.

Fantasia Gardens is a Disney owned miniature golf location (swan & dolphin is not owned by Disney anyway) so is for anyone that goes and pays just like all the Disney parks and Disney Springs..it just happens to be next to the Sean etc, and Winter Summerland is Disney's too.
