Went two years ago. Cost was less than $70 at the time. Yes the party starts at 7pm till 12 am, but they let you in at 4pm.  People without arm bands are ushered out at 7pm.  I think it is worth it at least once.  The ride of the headless horseman, parade (loved the grave diggers) , treats for kids (big and small , three bags full) , and seeing characters not normally seen.  Great Time.
