Mickey Balloons

Is there any way to purchase the Mickey balloons they sell on Main Street uninflated? Not the shiny mylar ones, the colorful latex ones...like those in the WDW commercials?

That is a interesting question whose answer I don't know. My guess would be no, but I will be lurking and waiting for a response.
