With the rise of DVC I'd say that is becoming less and less true. Just think of how many DVC members there are. Most of which take yearly (or more) trips to Disney. Plus there are also Florida locals who go as well.

Approximately 48 million people visit WDW every year. Numbers I have seen for 2004-2005 have DVC membership at around 85,000. Even if that number skyrocketed to 1,000,000 DVC members would still only make up a very small percentage of WDW guests. DVC has a long way to go before they have controlling interest in WDW but right now they are the only group that can do it.
