Maximum Capacity/Occupancy of the Parks?

Regarding the parking situation, EPCOT is pretty much the overflow for MK and DHS, and when that parking lot is full as overflow...well, there's a good chance at least the MK is getting close to a Phase 4 closing, if it isn't already there (DHS is likely, as well). EPCOT pretty much does not close its gates, and like its parking lot, is where they'll direct guests when other parks reach capacity.

So in that sense, EPCOT is basically WDW's dumping ground.

So EPCOT will be "forced" to accommodate guests that would have otherwise gone to another park? What about guests without park-hopper tickets? For example, say a guest with a 1 day 1 park ticket goes to the Magic Kingdom, leaves the park (intending to re-enter) for a lunch reservation at the Contemporary, and returns to the turnstiles only to be told that no more guests are being allowed in. This guest's ticket would not then work at EPCOT without some sort of programming override.

They would be requested to purchase the park hopper option.

In my experience, those who have a 1-day ticket don't leave that park.
