This is all the info I could find, Al Lutz has not posted anything yet, I'm sure by tomorrow he'll tell us more.

This may be the first time Glow fest has had a negative effect on the park (that is a am assuming that he got drunk from Glowfest seeing how its right next to Tot) If this was because of Glow fest it wont be a problem for long seeing how the only way to get to ToT by next week will be through Bugs land, meaning less people from Glow fest will be riding Tot.

And how does Glow Fest have anything to do with it exactly? If he was drinking, it could also be from beer or liquor he got his friends to buy him at;

All of those places offer bottled beer to take away, or alcoholic drinks in plastic cups to walk away with. That's in addition to the multiple waitress service restaurants that offer alcohol in DCA, and while it's entirely possible to have your 21 year old friends order drinks to share at the table, it's at least a bit harder to do.

^no one has said where he has gotten it from and Glow Fest is the closed place to get alcohol and like you said a friend could have got it for him....at Glow fest. We'll have to wait to hear the whole story but it could damge Glow fest in someway, even if its not the problem.
