That was my guess.I'm no authority, but I'd guess in recent times it was in the first few weeks after 9/11. We were at the world about 2 weeks after it and I can remember standing in Future World by myself with "PUSH" the trashcan. It scared the bejeepers out of me when it started talking.

Yes, opening days might be packed. But the question was lowest attendance EVER. Some of the foreign parks have much lower capacities, so on low-attendance days, they are practically empty.That was my guess.

That might be true, just based on circumstance, and not quality of park. I'm speaking from what I've read about Hong Kong's attendance as well as my personal experience in Walt Disney Studios in Paris several times of year walking around feeling like I owned the place because nobody else was there. I have NO actual idea if that park has had the lowest attendance, but (potentially if you take out post-9/11 dates) I wouldn't be surprised if WDS or Disneyland Hong Kong ranked really low in lowest attendance.I remember reading that there were a couple thousand people in the parks in the days after 9/11
