Is Future World open during the late EMH at Epcot or just WS? When we went last yr, it appeared as if FW closed at 9 and only WS was open til 11....is this accurate?

FW is open during EMHs then there would be no need, lol. Not all attractions are open though notably Soarin, Test Track, Spaceship Earth, MS are. And a few others.

Yes usually FW is open for EMH. I have never seen it closed during EMH. 
. We have ridden Test Track, Soarin, etc as late as 11:30 pm.
