What is, please? Closed Captioning ("C.C." in a letter-box format), or honest-to-goodness English (or French, Spanish, or etc.) "Subtitling".
They are not the same.
Please check this out to understand the difference:

No, sorry. It says the The Little Mermaid is "Closed Captioned" (which is indicated with the icon of "C.C." in a box).[...]Usually, if you just look on the back of the actual DVD box, it says both English Subtitles and "Captioned" with the C.C. logo.[...]
By the way...I have perfect hearing. Yet I feel that Disney should spend the few extra bucks and subtitle all of their DVD releases for those of whom are not as fortunate.

It does state that The Little Mermaid is subtitled in French and Spanish, but not in English.
Please check the back of your DVD cover. The Little Mermaid is not subtitled in English (but yes, it is letter-boxed "Closed Captioned").
Gee. Even the (non-Disney) Curious George new DVD is subtitled in English.
I wanted to buy Kronk's New Groove, but it - alas - isn't subtitled in English, either. Only subtitled in French and Spanish.
I would be happy to know that I am wrong about this, but Disney hasn't been very Hard-of-Hearing Impaired-folk-friendly with their current DVD releases. There is no excuse for this.
I do know, however, that the fairly recent issue of Leroy and Stitch DVD is subtitled in English (among other languages, as well). I bought Leroy and Stitch for that very reason. I will not buy these other recent Disney DVDs if they aren't subtitled in English.
Nor will 8 million Hard-of-Hearing DVD customers, either.
Subtitles are not an "extra", nor an "option". They are a necessity to the Hard-of-Hearing.
