CoP is supposedly just open seasonally when there are large crowds in the parks.  I did ride it during some extra magic hours in Feb 2005.  It is basically at the whim of the park.  I say if it is open then jump on.  It's a relaxing ride, good place to cool off and rest your feet.  And hey, "It's a great big beautiful tomorrow..."
