I'm trying to think if another animated film has ever been nominated in this category. I can't think of any but I'm far from an expert. Anyone know?

Other Pixar movies in the past have been nominated including Up, Wall-E, The Incredibles & Finding Nemo.

It was quite common for Pixar. The only non-Pixar I was able to find was Shrek.

Did this category even exist during the time of Beauty and the Beast? Just going by memory, I don't think it did.
Edit: Never mind, it did. And B&TB wouldn't even fall into this category anyways I don't think considering it is for scripts not based on previous material.

Actually I just pulled all writing awards. all of these would be considered original screenplays except Shrek.
What was Shrek based on?
