I can't send or receive imessages unless I'm on the internet. And yes, every setting is right. I looked everywhere. It seems no one has a clue.

iMessage requires a data connection.

yes but they can be sent as regular text if you are not near wifi and that's the problem

WiFi is not the only type of data connection and your issue then would be sending text messages, not iMessages. Are you positive Send as SMS is turned on? Is Cellular Data on to allow iMessage to work on a cellular signal?
