Was Chaos around before Illuminations and is it actually a piece created by the Disney cast? It sounds different to me in this video.

I was very surprised to see that piece used outside of illuminations
Most likely used without permission.
You may also be surprised that when you arrive to Miami International Airport where they have the TVs showing on video, the info you have to get ready when passing through paper work; they play the song from Act II: Order and show images from the country while Americans say: "Welcome to the United States"

That's not just in Miami. When I flew into Chicago last summer after returning from Tokyo they were using that. I believe it's a video that plays at all arriving customs locations in airports.

That is actually a joint partnership between Disney and the US Government to improve the customs areas of major US airports. A few years ago, the government reached out to management/hospitality companies (Disney was one of them) in an effort to find ways to improve the airport screening process when entering the United States. The video was donated by Disney and is just one example of this program.
