60 days out from your day of arrival. So, pretty much any day now!

When you are able to do so, it will appear as an option in your MDE.

If you are staying at a Disney resort hotel, and you have park tickets linked to your My Disney Experience account, you may begin booking FP+ reservations 60 days before your check-in date.
