How risky is it to purchase a RotR ILL for around 1p

My plan for Hollywood is to avoid the Rise craziness all together and purchase an ILL (very well may still encounter some craziness, but likely to be much less). Ideally, I'd like to purchase it for around 1pm, but I know ROTR can be a fickle beast, and tends to go down at any point. Am I tempting fate trying to ride around that time of day?

What happens if the ride is down during my reservation time?​

For an Individual Lightning Lane reservation, you will be able to use the reservation at a time of your choosing later in the day. If you are not able to use the reservation then it will be refunded, although you may need to contact Disney to get this processed.

It is a fantastic experience. Since no one can forecast when a ride goes down or how long it will be down for, its always going to be a risk. I'd rather make the purchase and try getting the odds in my favor to get to do a fav attraction than not do it. If it does happen to go down....
