How far in advance?

How far in advance can you make an ADR if you aren't using the dining plan or a vacation package?

The Dining Plan has no effect at all on the booking window.

Whether you've booked a Package or a Room-Only reservation at a Disney hotel also doesn't affect the window.

The only thing that affects the booking window at all is whether you have a reservation or any kind (either Package or Room-Only) at a Disney resort hotel.

If you are staying off-site or have not yet booked your Disney resort reservation, it's 180 days from the date you want to make the reservation from.

If you have a Disney resort reservation, you can call on the 180-day mark from your scheduled *checkin* day and book ADRs for up to the next 10 days after your checkin date. (This is commonly referred to on here as "180+10")
You cannot book under the "+10 rule" beyond your checkout date, even if your desired date is still within that "+10" timeframe. (i.e. you're staying on-site for 5 days, and then off-site for 5 more, you can't book all 10 days at the 180-mark from your Disney checkin date)
