Well, that map obviously is a fraud perpetrated by the right-wing nuts at the New York Times. 
Look at Florida. They've had indoor dining and operating theme parks and a reopened economy in Florida for eight months now. And the case rates are nearly identical; those two states are neck-and-neck in case rates per capita after 13 months of Covid.
The staff of the right-wing New York Times are obviously Governor DeSantis fans and hate Governor Newsom! They changed all the hard data for their map!
