How busy does this place get?

It can get rather busy. Wait times for most attractions can hit 30-60 minutes depending on the day. If you're there on the weekend, bet on an hour wait for most things.

Also, it will be hot, humid, and most likely, it will rain in the afternoon.

We did IOA during our August trip in 06 (1st-21st) arived soon after park opening and spent a long time standing in lines (Hulk, Spiderman etc). It was an enjoyable day but could have been better without the long lines.

We split up for Spiderman and entered the single rider line - that cit a huge chunk off waiting time

How about mid-September crowd levels?

We were pleased with the low crowds at this time in WDW last year, hoping it's the same at Universal when we go next year

I would suggest an express for July or August as for mid-Spetember don't waste your money on an express lines are 45min tops (that's not very long compared to summer) rarely will it get that high though. As for summer it will be long. The Simpsons was 100min last I heard do that first then Mummy. As for IOA obviously do Spiderman first then Hulk or vise versa then work your way around starting with Seuss as the day goes on you should run into crowds at Jurrassic Park that is a good time to eat. By then the crowds will clear up and you can hit the River Adventure. Then Toon Lagoon and you're back at Marvel.
As for USF like I said Simpsons than Mummy. That park has a layout like Hollywood Studios so it's very random where the crowds will be. Rememeber the end of Sept and October is HHN. The parks will be empty until HHN starts then get ready for crowds Disney can't even top. That's not a good thing either.

We are going end of July/ beginning of August and I have order the Express Pass. I noticed the new Simpsons ride does not qualify so we are heading there first. Also, in IOA you do not qualify for the front of the rollercoasters so plan is to ride it early at the front (as park opens). Then go back and use express pass to ride it again sitting somewhere else.

We have ordered the 1 day 2 park ticket so going to park hop. I have the express pass for another day as we are going 2 days :D
