When we returned from the parks to Hard Rock today (we're one night into a 2-night stay), our room had received full housekeeping, including beds being made, bathroom scrubbed, all linens and toiletries, etc. replenished, and surfaces cleaned.
I don't know if all the Universal hotels have restored full housekeeping, but it appears to be happening here at present.
UPDATE: After 2 nights at the Hard Rock, we moved over to Royal Pacific for 2 more nights. Full daily housekeeping was taking place there as well.
