You could book as soon as now, and I'd recommend you do so because your 180 day window for ADR is already open and if you really want to book Be Our Guest or Cinderella Royal Table you might find it hard to get a good spot.

September discounts are pretty much guaranteed to happen so if you book now you can add the discount later just calling WDW.

I agree start now. There are special promotions posted now for September and I would highly recommend making those dining reservations as soon as possible.
