Has DL been closed to hopping at all since reopening?

We have hoppers for our trip at the end of the month, and we're set to start at DCA on Halloween. The park will be closed for OBB at night so we were planning to hop over to DL. Since I'm seeing now that DL has no availability on that night I'm worried we won't be able to hop over at 1pm. However, at WDW it seems they've only ever closed MK to hopping on 10/1 this year. Is it similar at DL or should I try to beg them to switch my park reservation?

As long as you have a hopper reservation (DCA First and then Disneyland at 1pm) you will be allowed entry.

I'm not sure I understand what you mean regarding the type of reservations. I bought hoppers and chose my starting park when I linked them, but the reservations just say "All Day" when I review them on the DL site. I do have a reservation for DCA in the morning and I assume that I'll be able to get in at 1 to DL as long as it's not completely mobbed. TouringPlans predicts it as a 2 overall even though both parks are showing as sold out for reservations.

The reservation system doesn’t do a great job of outlining things, but your assumption is correct. You can only access DCA until 1PM, at which time you can get into DL. People start lining up for the park hop pretty early, but don’t be intimidated by the lines; things tend to move a little faster in the afternoon vs the morning since most had their pictures taken already by that time.
