I've never understood why Goofy's Sky School is in Paradise Pier as opposed to Condor Flats ( a land about aviation)

Why is it in Paradise Pier and not Condor Flats? Because it's a just a retheme of a ride that was already in Paradise Pier.

Why did the Imagineers choose an aviation-type theme when there is already a whole land dedicated to aviation? Beats me.

Right...but the point is, why give a ride an aviation theme of all things when there is a land dedicated to aviation just a few feet away? Why not theme around a Goofy cartoon that makes more sense like Freeway Troubles or Motor Mania which would have been more in line with the prior theme?

Even Aquamania would have been a great fit with its ending that takes place on... a roller coaster. :)

I think they wanted to stay as far away from the Mulholland Madness theme as possible. This was back when pretty much anything from DCA 1.0 was toxic. If Mulholland Madness had somehow survived until today, and now that it's OK to love DCA, I think you might see the imagineers do exactly what you suggested and keep the traffic theme, but with Goofy. But... crazy traffic coaster doesn't really fit in the new Paradise Pier, either. Space aside, I think Goofy's Sky School would match up really, really well with the feel of the Fly 'n' Buy shop across from Soarin'.
