Im going to buy my wife a nice little compact camera for our trip to Disney.
I have about £150 - £250 british pounds to spend.

I would love a camera that can do this

You ain't getting that out of a point and shoot, or probably any camera. That is more than likely a composite of two images layered together.

Are you looking for a regular compact, or perhaps a compact with interchangeable lenses? Some of those are getting real close to DSLR performance now in everyday shooting situations, and getting as small as a lot of regular compacts.

Your best bet for a pocket camera which is great for travelling with is the Panasonic TZ series. My main camera is a Nikon D300, but I always carry a pocket camera on me and I'm on my third TZ - just upgraded to the TZ30 as my TZ7 had got dust under the lens, and a - wanted a new one with manual controls (required for 'blur' shots) and b, no point paying to get it done really, had served me well, and now kept as a back up.

I really can't see past them. The image quality on them is great, and fairly good in lowlight, as for battery life, you won't be needing to charge it up that often. You can certainly capture shots like the one above (with any camera that has manual controls)so long as you have a tripod, and the know how, and a bracket - like that will have been taken with. 'Blur' shots taken of cars from a bridge for example are a lot easier to capture. The other benefit with them is they all have fairly wide lenses, but also have a great optical zoom with stabiliser which you'll find very handy.

Last year's model, the top notch TZ20 is in your price bracket. Amazon have it for £195 black or £169 in Red.

Thanks for the responses. I was thinking of 'blur' of cars from a bridge. Clearly I picked inside a car. I have read about manually setting the shutter speed etc etc. TZ20 is looking very nice...

Yep blurs require manual controls and a tripod.

I have a Canon PowerShot SD1400 IS. This is a pocket sized camera with an Image Stabilizer on it. You can change different settings in the camera like a SLR but you can not switch lenses. I find myself using this camera a lot instead of my SLR.

I would absolutely recommend a Panasonic like the TZ20. I've loved all my recent Panasonic cameras. Right now I'm using a Panasonic ZS6, and the DMC-FZ35. The FZ35 is pretty great in low-light conditions too, but it's not a pocket camera. I think they both capture colors wonderfully, too.
