Keep Moving Forward
The CEO of Disney said they were looking in to all these months ago. There have already officially announced a Frozen short and the composers have said they are working on a stage version.

Where did you see that it wasn't canon?

Uh... The show itself? If THAT is canon, then the rest of the show would be canon, and Disney ain't going to allow evil Peter Pan, boring Rapunzel with unmagical hair, or any of the other changes they've made.

More to the point, not every one who has seen Frozen and wants to see Frozen 2 watches Once Upon a Time; the foreign markets, for instance, where Frozen made a huge killing- while Once Upon a Time plays in other countries, I've no doubt it's anywhere near as widespread as Frozen.

Disney is going to make Frozen 2 as accessible as possible if they're smart.

Every other story they have tapped into for Once Upon a Time has diverged considerably from the source material, but Frozen is the first time they have stayed completely true to the source. I haven't seen anything yet that conflicts with the events of the movie. I haven't seen any official statement either way, but I just assumed since they were staying true to the story that it was going to be cannon.

Two words- No. Olaf. That alone is reason enough for Disney not to make it canon. Factor in that with you'd have to throw in Rumpelstiltskin and Bo Peep and Blackbeard and lord knows who else, it would just be too confusing for everyone who doesn't watch OUAT.

Basically, I see OUAT as filling a similar niche as the Kingdom Hearts franchise. What happens in those doesn't affect or change the "canon" films.

Once is not canon in any way shape or form. Consider it an au.
