Freed Dining questions

Does the free dining discount pertain to DVC members? Also, if I was to buy somebody's points would it apply also? I am trying to plan a trip for September and am looking at all of my options.

I may be wrong, but I'm pretty sure the free dining is only for those on a resort /ticket package.
