I have no idea, but I observed that last time I watched the show. It looked like the back legs are stationary, while the head and front legs are operated by a person. Anyone know for sure?

I believe they are puppets, operated from inside the floats, just as they were when they were parade floats in Disneyland. (Which is another factoid... Those floats were originally floats in the Lion King parade in Disneyland, slightly modified for use in the FotLK theater)

On Walt Dated World.com, they claim that the Mr. Potato Head Float from DHS' Toy Story Parade was modified to become the Giraffe Float in Festval of the Lion King.

Is this correct?

While the dates match (Toy Story Parade closed in 1997, I believe, with Animal Kingdom opening in 1998), the float is from the Disneyland parade, just like the other ones.
Check out the first pic at the link in my earlier post. You can see that it's the giraffe float, with the giraffe on the back side of it. And you can see that the sign on the front has only slightly been altered to now be the FotLK sign you see at the start of the show.
