How strictly are Fastpass windows enforced at Disneyland and DCA?

I belive they're the same as WDW. Very strict.

I've found it tends to vary - they'll almost never let you in before your window, but there have been times where we've arrived 5-10 minutes after our window and the cast members still let us in with our fastpasses. It depends on the attraction, of course - if you have fastpasses for Radiator Springs Racers they probably won't let you in past your window, seeing as that is arguably the most popular attraction at the resort right now.

As a rule of thumb, I'd recommend arriving at your attraction within your window just like you would at WDW.

It is in the process of changing. A year ago, you could still use your fast pass after it expired (hours later). They are starting to crack down. I haven't had a problem using it a bit after it has expired, yet. You definitely won't get in a minute before the start time though.

They're not very strict. They'll usually let you in a little after the time, but don't push it. If anything, five minutes after your time is enough.

I believe they try to enforce the 5-min early/15-min late rule. It seemed like they were two weeks ago anyway.

And they should enforce it! We never went outside the window because it just isn't fair to others.
