This might be a dumb questions but how does Disney keep the fast pass line short. Is there a certain number of fast pass slots for the hour time slots?

It doesn't always mean a short line if you have a FP+ - it just means that your wait should be less than someone who joins the stand-by line at the same time that you join the Fast Pass line.
Line lengths will vary with seasons and park capacity.
You're right in saying that there are a certain number of FP+ slots per hour - but this will vary ride to ride, capacity of each ride vehicle and number of ride vehicles in use at any one time

Basically, yes. It's far more complicated than just X slots her hour, and involves statistics and algorithms. But it boils down to only granting FP+ queue access to a certain number of people over a given time, to ensure the wait is significantly shorter than the standby queue (at busy times).

In addition to the responses above, the FP line moves much faster than the stand-by line. The Cast Members are admitting guests from each line using a ratio of X number of FP guests for every Y number of standby.

A typical ratio may look like 7 Fastpass riders for every 1 standby rider, but these ratios fluctuate based on the popularity of the attraction and the time of year.
