Extra Magic hours

I just remembered this, but when we were there in May we went to MK early for extra magic hours and found that the only thing that seemed to be open was Fantasyland if I remember right? Frontierland and Adventureland had CM's in front of them saying that "This land opens at __"

Is that the new common practice? When did this start?
