Epcot World Showcase entry question

I realize that the World Showcase at Epcot technically opens at 11:00 (or a time later than FW), but are guests able to walk around it before then, or is it roped off until the exact time it opens?

And what about Les Halles? I thought I read about people going back to Les Halles very early in the morning, so if this is the case I assume there would be some kind of access to get back there before 11:00?

You can walk through UK to the International gate. I've heard that about France but not sure.

France bakery is open at 9am. From 9am you can walk from France to Norway, going via the UK, Canada and Mexico.

We got married at Italy at 9am. Ceremony was over by 9:15 and we stuck around with the photogs till 10:15ish. There were some CMs out by the main walkway doing crowd control so there weren't people in the background of the pictures. I wasn't able to see if it was guests or CMs.

This is actually really good to know because I didn't think that we would be able to have breakfast at ws before we went to future world so I was planning on us eating at sunshine seasons. Now wet can do les halles instead! Much better choice.

In November, we had to meet Belle on our last day. Her line is right past France. They had a rope across the walkway, so you could not go any further than France until 11:00.
