DTD / Thyphoon lagoon

There are no sidewalks, so you can't walk, even though it's directly across from the West Side.
If you have a car, parking is free at TL so you can just drive.
Most Disney buses coming from resorts stop at both Downtown Disney and Typhoon Lagoon on the same run. But typically in the morning I think they stop at TL before DD, and in the afternoon they stop at TL after DD. So if it's in the afternoon you can hop on any resort bus and it'll stop at TL after it leaves DD. (Just double-check with the bus driver)
You could try asking a bus driver, see what they say.
Or just grab a taxi. It wouldn't be more than a couple dollars for such a short drive.
