Is my 54" 7 year old son going to be allowed to play on Donald's Boat with my 40" 4 year old son??? e.g. is there a height maximum for this water place??

There is no height maximum on Donalds Boat - both of your sons will be fine playing there together. 
There is a restriction on Toon Park, which is a little playhouse area next to Donalds Boat. Kids have to be under 40 inches to play there.
