There also should be an entrance fee when you drive through the main gates. Surely they could construct toll booths somehow. The roads to & from the parks / resorts are currently being used without any fees involved, which is a big Disney no-no. As for the guests arriving via DME, simply have a CM or security officer board the bus at the entry gates, and walk the aisle with a mandatory offering plate. Problem solved.

They coud just tap into your Florida SunPass account with a magical reader embedded in the entrance sign - no interference with traffic that way!

This could work! That magical SunPass reader is gonna cost Disney a pretty nickel, however. They can absorb this expense by charging for viewing fireworks from off-park ground areas. A minimal fee, of course, with annual increases to fit the market.
Easy fix. Construct fireworks that only illuminate in the IR band, then sell special IR-sensitive glasses to make them visible. $49.95 for the plain, $69.95 for the Character-Eyesed versions, and $129.95 for the deluxe version with built-in FM radio to get the music piped directly into your ears.
