I am not 100% sure, but as far as I know they are enforced (unless the attraction had some downtime during that day). The window there is also generally only 30 minutes.

Cast Members won't let you enter if you arrive before your window. However, if you're late, it won't be a problem. Be careful however, I doubt they let you enter if your FP is 10:00 - 10:30 and you're comming at 17, bypassing the looooong waiti,g line in the afternoon

The Fastoass window is 30 minutes after your time! They will not leave you in before the time and if it's a quiet time at DLP you will be allowed use it anytime (within reason) after your time

Totally depends on the CM at the attraction -- if you get someone nice and not harried, you might find that 30-minute window extends a few hours, especially if you do the typical "beg-the-Frenchman" technique of being "so sorry and so irresponsible in returning late but it couldn't be helped due to another attraction taking more time, could you please please let me in, I understand you would be doing me a great favor by allowing this" --
Other times, you will get a CM that would be better served working in a Parisian Post Office and you won't get any leeway whatsoever even if you do the begging technique. Je suis desole....

I had a Fastpass for Big Thunder Mountain with the time 11:45 and I got there at 11:38 and he let us through no problem.
