Disney's lack of hiring and the character pool

So everyone knows that Disney is barely hiring right now. The only positions listed at casting right now are character performers. I have a friend that used to work with me at Disney and she's looking to audition soon. She was face and fur for over a year and she's mouse height. So normally I would think she'd be a shoe-in to be be hired but with Disney hiring less and less I'm not so sure. You can only apply or audition once every 6 months, I know this all too well from when I struggled to get my rehire status and return to Disney. So if she does well in her audition and they just don't have room for her, are they likely to put her into the character pool or just tell her to come back in 6 months? I don't have much experiance with the character pool because when I was hired immediatly and the whole pool thing just confuses me.
